UCL has launched its Staff Mental Health and Wellbeing Action Plan 2026-2028, outlining the clear and practical actions being taken to support a healthy working environment where everyone can thrive.
The plan outlines the practical actions our Workplace Health team in HR will lead, consolidates existing good practice and initiatives, and provides clear direction for UCL to take, recognising mental health and wellbeing is a collective responsibility shared by staff at all levels of the organisation.
Along with the Equality, Diversity and Inclusion Strategic Plan , the Staff Mental Health and Wellbeing Action Plan is central pillar of the recently launched People Plan 2025/26-2027/28 and is aligned with the UCL Health and Safety Strategic Plan and Vision.

The aim and pillars of the Staff Mental Health and Wellbeing Action Plan
This plan sets out a vision for a university where all staff feel healthy, valued, and motivated, and where wellbeing is embedded in everyday practice, leadership, and organisational decision-making.
The action plan is built around three pillars that support this vision:
- Wellbeing as everybody’s responsibility: promoting a whole-university approach where wellbeing is part of how we lead, plan, and work together.
- Wellbeing support for everybody: ensuring staff can access inclusive, coordinated, and timely support that meets diverse needs.
- Evolving wellbeing: using evidence, feedback, and learning to continuously improve our wellbeing offer.
Together, these pillars set out how staff are supported in their working environment while also acknowledging that wellbeing is not static, but continually evolving and adapted to support change. This ensures a flexible approach to meeting a diverse provision of support for staff at UCL.
For each of our strategic objectives within the plan, we have set out what success will look like in both the short and long term. It also includes a roadmap outlining the areas of focus across the three-year period of the action plan, reflecting UCL’s phased approach to building a sustainable culture of wellbeing.
Delivering improvements together
Staff mental health and wellbeing at UCL is a shared responsibility. The plan sets out what staff can expect from the Workplace Health team, and how we all contribute to a positive and compassionate working environment.
Workplace Health will lead delivery of the plan in partnership with colleagues from across the University, with progress reviewed regularly and updates shared with staff.
Senior leaders are being asked to champion wellbeing as a priority and build initiatives into local people plans, and training and tools will be provided to support line managers. Our Wellbeing Champions and peer supporters will also play a vital role in raising awareness, signposting to resources, and supporting local initiatives.
We encourage everyone to engage with the support available to help create a culture where wellbeing is everyone’s responsibility and is embedded into both leadership and everyday practice.
